On June 4, Dmitry Patrushev, Deputy Prime Minister of the Russian Federation, held a meeting within the framework of incident No. 55 "Sewage treatment Plants", which was attended by the leadership of the Ministry of Natural Resources, the Ministry of Construction, Rosprirodnadzor, deputies of the State Duma and heads of regions.
"The task of improving the country's water bodies has been set by the President of Russia. Of course, the result of this work is of crucial importance and determines the quality of people's lives. The systematization of problems, the development of individual action plans, monitoring and field events have significantly increased the pace of implementation of projects for the construction and commissioning of wastewater treatment plants," Patrushev said.
He added that this dynamic should not only be maintained, but also increased. In addition to completion, it is necessary to be sure that the facilities introduced meet the regulatory indicators for wastewater treatment, for which Rosprirodnadzor regularly conducts verification activities for each facility. Digital information and analytical resources of the incident are also available around the clock for effective monitoring and timely management decision-making.
The Deputy Prime Minister stressed that the current format of work has proven its effectiveness, and cited as an example the recent conclusion on reaching the regulatory targets of two large—scale facilities - sewage treatment plants in Irkutsk and Shchelkovo near Moscow. It is specified that the Irkutsk facility was the first to reach the standards of purification in the Baikal natural territory.
Patrushev noted that the experience gained will be taken into account in the implementation of the national Environmental Well-being project launched in 2025. According to him, the competitive selection will be carried out on the basis of a comprehensive calculation of the effectiveness of each specific project, and the treatment plant will be considered commissioned only after receiving a positive conclusion from Rosprirodnadzor.
The Deputy Prime Minister said that over the past year, important changes have been made to the regulatory regulation of the construction and operation of wastewater treatment plants. So, in May, the government of the Russian Federation approved the rules according to which the regions have the opportunity to establish fisheries standards for water quality, taking into account the specifics of individual water bodies. Regulations for interdepartmental cooperation in the construction of sewage treatment plants have also been developed.
It is reported that following the meeting, Patrushev instructed federal agencies to conduct a series of training seminars with the regions to provide the necessary methodological assistance, as well as to clarify the procedure for selecting projects for participation in the national Environmental Well-being project.
On April 16, Patrushev held a meeting within the framework of incident No. 55 "Sewage treatment plants", where they discussed the upcoming regulatory legal act that will determine the procedure for setting standards for the maximum permissible concentration of pollutants in water bodies of fisheries importance.
