Russians who left an animal in a fully enclosed car during the heat wave will face administrative or criminal liability. Such situations should be avoided, as they pose a threat to the pet's life and health. Lawyer Anastasia Bilyalova told about this on June 4.

According to her, if the animal is not injured, and this act is qualified as non-compliance with the requirements for animal husbandry, the owner will receive a warning or pay a fine in the amount of 1.5 thousand rubles to 3 thousand rubles.

In cases where the case contains signs of ill-treatment that do not entail criminal punishment, or the death of an animal, a fine of 5 thousand rubles to 15 thousand rubles is provided, the expert added.

The owner will face criminal liability under Article 245 of the Criminal Code of the Russian Federation ("Cruelty to animals") if the pet left in the car in the heat dies or irreparable harm is caused to his health, the lawyer warned. At the same time, if the intent of the offender is proven, then any measures of this article will apply to him: the owner may be ordered to pay a fine of up to 80 thousand rubles or imprisoned for up to three years.

"It is important to adequately assess the situation. If the dog is locked in the car, but the windows are ajar, and the owner has gone to the nearest tent for ice cream, then there is clearly no question of any mistreatment. And if there is a completely closed car with an animal inside in the parking lot of a large shopping and entertainment complex under the scorching sun, then you need to act immediately," the expert said in an interview with the Prime agency.

Bilyalova also noted that if you witness a locked animal, you should immediately call the police and wait for her arrival, as well as record the violation in photographs or video footage.
