In Russia, signs of undeveloped land have been approved, according to which local authorities will be able to distinguish abandoned plots from developed ones and officially seize the plots. The decree on this was signed on May 31 by Prime Minister Mikhail Mishustin, the document is posted on the official Internet portal of legal information.

The document, in particular, states that a site is considered unattended if more than half of its size is occupied by garbage or waste that is not cleaned up within a year from the moment they are identified.

For lands that were acquired for construction, a sign of their abandonment will be the absence of a building or its foundations for five years, unless the building permit established another row. For plots allocated for individual housing construction, this period is seven years.

If facilities have already been built on the land plot, they must be in good technical condition: the roofs must not be destroyed, and the windows must not be glazed. In addition, the plots that are intended for the garden and vegetable garden should not be overgrown with weeds.

On May 12, Vadim Tkachenko, a lawyer, founder and CEO of the vvCube consulting group, told Izvestia that in some regions of Russia you can get a land plot for free. There are several options to get a cottage or a plot of land for a business, however, the terms of purchase may differ in different regions of the Russian Federation. For example, according to the long-term program "Far Eastern Hectare", any Russian citizen can apply for land for farming, housing construction or other activities not prohibited by law.

Doctor of Law, Professor, Honored Lawyer of Russia Ivan Solovyov announced on February 10 that a law will come into force on March 1, which defines a three-year period for the development of land located within the boundaries of settlements, garden and garden plots. According to him, the law applies to problematic areas overgrown with shrubs and weeds that are in a neglected state.
