Russia's memorandum on the settlement of the conflict in Ukraine includes 31 points, including options for a possible ceasefire. The text of the document is available to Izvestia.

"The terms of the cease-fire: <... the beginning of the complete withdrawal of the Armed Forces of Ukraine <...> from the territory of the Russian Federation, including the DPR, LPR, Kherson and Zaporizhia regions," the first version of a possible truce is given in the document.

According to the text of the memorandum, the withdrawal of Ukrainian troops from these territories must be completed within 30 days of the start of the ceasefire. It provides for international recognition of Crimea and new territories within Russia, as well as a neutral status for Ukraine. The parties must sign a peace treaty, which will later need to be approved by a UN Security Council resolution.

The basic principles of the settlement also include the neutral and nuclear-weapon-free status of Ukraine, the lifting of existing and future sanctions, and the rejection of mutual claims over the damage caused.

In addition, the Russian Federation offers another version of the conditions for a cease-fire. They include a ban on the redeployment of Ukrainian troops, with the exception of agreed withdrawals, a complete moratorium on the supply of Western weapons and intelligence to Kiev, and Ukraine's renunciation of subversive activities against Russia. Subsequently, the Kiev regime will have to lift martial law and hold presidential and Verkhovna Rada elections no later than 100 days after that.

In addition, the memorandum contains demands for the amnesty of political prisoners, the release of detained persons and ensuring the rights and freedoms of the Russian-speaking population in Ukraine.

The document also provides for the cessation of mobilization and the beginning of demobilization in Ukraine, a legislative ban on the glorification of Nazism and neo-Nazism, and the dissolution of nationalist organizations and parties. In addition, according to the text of the memorandum, the harassment of the Ukrainian Orthodox Church (UOC) in Ukraine should be stopped.

The second round of talks between Russia and Ukraine in Istanbul ended earlier in the day. According to a source in Izvestia, they lasted more than an hour and were broadcast in Russian. According to the source, during the meeting the sides discussed in detail possible prisoner exchanges.

At the end of the negotiations, the head of the Russian delegation, Assistant to the President of the Russian Federation Vladimir Medinsky, said that Ukraine and Russia had agreed on the largest exchange of prisoners of war since the beginning of the special military operation, which would include at least 1,000 people from each side.
