In Russia, it is necessary to create conditions for the development of breakthrough scientific fields. Thus, the Russian Federation should not only catch up with the leaders in this area, but also compete successfully with them. This was announced on June 2 by Russian Prime Minister Mikhail Mishustin at a meeting on the development of the electronic industry.

"It is important to continue to create conditions for the release of breakthrough solutions, to make extensive use of scientific, educational, and resource potential. Not only to catch up, but <...> to compete successfully in new and emerging promising areas," he said.

Mishustin called the availability of competencies in the creation of equipment, as well as an element base in the field related to materials and chemistry, a key condition for development. He also spoke about the electronic engineering development program, which provides for the development of machinery, materials, chemicals, and electronic design tools. Mishustin highlighted improving the competitiveness of Russian lithography as one of his priorities.

According to the Prime Minister of the Russian Federation, devices that can perform complex tasks, including artificial intelligence, big data analysis, are the basis for "smart" control systems, platforms for test modeling, and "forecasting autonomous decision-making."

Earlier, in February, Russian President Vladimir Putin said that the increase in domestic spending on science by 2030 should reach at least 2% of GDP. According to him, achievements in science are a fundamental issue for the sovereignty and future of the state.
