The Ministry of Foreign Affairs of the Democratic People's Republic of Korea (DPRK) expressed a negative reaction to the political provocation in the form of a report from the "Multilateral Monitoring Group on Sanctions against the DPRK," drawing attention to the point on cooperation between Moscow and Pyongyang. This was reported on June 2 by the Korean Central News Agency (KCNA).

The report says that the "Multilateral Monitoring Group" has "no legality on the grounds of its existence and purpose," and their actions are "a gross violation of the principles of international law, based on sovereign equality and non-interference in internal affairs."

The DPRK Foreign Ministry stressed the nature of the organization's origin.

The "Multilateral Monitoring Group for sanctions against the DPRK", fabricated by 11 countries hostile to the DPRK and the Russian Federation, is a political tool that consistently acts in favor of the geopolitical interests of the West," the agency said in a statement.

The message also contains all the grounds to call military cooperation between the DPRK and the Russian Federation legitimate.

"The illegal and scheming machinations of hostile forces will have no impact on cooperation between independent sovereign states, and our efforts to protect the dignity, rights and interests of the state will not depend on anyone's biased view and malicious accusations," the agency noted.

On May 29, the Multilateral Sanctions Monitoring Group, which includes 11 states, including the Republic of Korea and the United States, published a report on military cooperation between the Russian Federation and the DPRK. According to this report, some aspects of the two countries' cooperation allegedly violated UN Security Council resolutions. Earlier, a group of experts from the UN Security Council committee on sanctions against the DPRK monitored compliance with sanctions, but its mandate was not extended.

Earlier, on June 19, 2024, Russia and the DPRK signed a comprehensive strategic partnership agreement. This agreement replaced earlier fundamental documents between Moscow and Pyongyang.
