The State Duma will consider a ban on the use of overbooking

Russia may ban the use of overbooking by air carriers. As Izvestia found out the day before, such a bill will be submitted to the State Duma on July 2 by deputies of the LDPR faction led by Leonid Slutsky.

"The draft federal law On Amendments to Article 103 of the Air Code of the Russian Federation (hereinafter referred to as the draft Federal Law) prohibits the use of overbooking by air carriers. Overbooking is a situation in which more tickets were sold for a certain flight than the seats provided on the aircraft," the explanatory note to the bill says.

The bill also notes that the reason for the emergence of this mechanism is the desire of air carriers to achieve maximum economic benefits — some passengers do not appear on the flight, and in order to achieve greater profits, it is necessary that all available seats are occupied in the aircraft.

"However, these actions by air carriers may lead to a violation of passengers' rights. There are situations when an airline changes the type of aircraft to an aircraft with a smaller capacity and, accordingly, some passengers risk not getting on the flight. All this puts a conscientious air passenger in a situation where his plans may not be implemented due to the inability to fly on the flight on which overbooking occurred," the document says.

"Our bill proposes to ban overbooking — the number of tickets sold should clearly correspond to the number of seats on airplanes," Leonid Slutsky said.

Earlier, on May 22, the Ministry of Transport proposed legalizing overbooking on popular flights. At the same time, tourists who travel through a tour operator, buying vouchers from him, are protected from this situation.
