Patrushev pointed out the need to open new markets for the development of grain exports.

It is necessary to continue to open new markets for the development of Russian grain exports. This was announced on May 30 by Dmitry Patrushev, Deputy Prime Minister of Russia.

During his speech at the IV All–Russian Grain Forum - 2025, he pointed out that Russian farmers harvested almost 130 million tons of grain in 2024.

"This result fully meets our domestic needs and creates a foundation for solving export problems. According to international institutions, this season Russia ranks second in the world in terms of barley production, fourth in wheat, and is in the top 10 in terms of corn. The 2025 sowing campaign is progressing at a faster pace. About 48 million hectares are planned for grain crops, including winter crops. All areas affected by recurrent frosts have already been replanted. I expect that the approved structure of the squares will be observed. And we can count on decent grain harvests. We hope that the harvest will be higher than in 2024," Patrushev said.

In addition, as Patrushev recalled, the authorities retain tools to support farmers — these are preferential loans, control over the availability of mineral fertilizers, the development of a preferential leasing mechanism, and others.

Also during his speech, the Deputy Prime Minister listed measures that would remove barriers and intensify current export supplies. Thus, a decree of the Russian government was signed, which increases the maximum additional quota for grain exports from 45 to 300%. Thanks to this, exporters will increase supplies abroad due to the share of manufacturers who refused to export.

According to Patrushev, the prospects for increasing exports should also be viewed through the prism of expanding logistical capabilities. To do this, first of all, the development of the port infrastructure continues. Thus, in 2024, grain transshipment capacity increased by 5 million tons.

Patrushev also noted the importance of international cooperation. The BRICS countries supported Russia's proposal to create its own grain exchange, aimed at strengthening food sovereignty and reducing dependence on Western trading platforms. A concept is being worked out at the Russian government level, which will be presented to the partners.

Dmitry Patrushev also answered various questions from business representatives.

On April 17, BRICS representatives supported Russia's idea of creating a grain exchange during a meeting of the ministers of agriculture of the BRICS countries in Brazil.

On February 18, Minister of Agriculture Oksana Lut announced the start of Russia's work on the creation of the BRICS grain exchange. According to her, it is necessary for calculations on food, as well as for ensuring transparency of pricing.
