In Perm, the Investigative Committee uncovered a criminal community that legalized 200 migrants in the Russian Federation

A criminal community of 17 people has been uncovered in Perm, which illegally legalized 200 migrants in the Russian Federation. This was announced on May 30 by the official representative of the Investigative Committee of Russia, Svetlana Petrenko.

"In Perm, investigators of the Investigative Committee of Russia are investigating a criminal case against 17 members of a criminal community created to organize illegal migration," she is quoted as saying on the agency's Telegram channel.

According to the Investigative Committee, from 2021 to 2024, the director of the International Center for Language Testing and Educational Training of Migrants at the Patrice Lumumba Peoples' Friendship University of Russia and his subordinates organized a criminal community in order to create conditions for migrants to illegally stay in the Russian Federation under the guise of providing public services for the Russian language exam.

The community operated in Moscow, the Perm Region, as well as in the Tula and Samara regions. Employees of the commercial organization were looking for agents who organized exams in the Russian language, history and legislation, as well as fake examiners. The falsified materials were transferred to the international center, whose employees, knowing about the forgeries, issued certificates.

All the defendants have been charged. Two organizers have been taken into custody, while the rest are under preventive measures "unrelated to isolation from society."

We are talking only about foreigners from visa-eligible countries who arrived under a quota from the government.

The day before, an organized criminal group in the field of illegal migration was detained in Yekaterinburg, which included the director of the center for taking exams from migrants. The group members were looking for migrants who needed fictitious registration. In turn, the director, for a bribe, talked about the correct answers to the tasks. Thanks to this, the examinees could answer questions without knowing the basics of the Russian language.
