Deputy Mayor Bagreeva spoke about creating a comfortable regulatory environment for businesses

Creating comfortable business conditions is one of the priorities of the Moscow government, and regulatory impact assessment (RIA) allows creating an infrastructure for dialogue between business and government, and forms a culture of government decision-making based on feedback, said Maria Bagreeva, Deputy Mayor of Moscow and Head of the Department of Economic Policy and Development.

Speaking at the plenary session of the forum "15 years of ODS in Russia: slovo bizu", organized by the Ministry of Economic Development of Russia, she noted that the assessment of the regulatory impact of regulatory requirements is being implemented in Moscow in two directions. "Presenting the region's position on federal—level acts that affect the powers of Russian regions, as well as evaluating the Moscow regulatory framework," Bagreeva said.

She added that Moscow's participation in the evaluation of federal acts, when the capital acts as an object of regulation, allows for a better understanding of how to build a dialogue with businesses when implementing the Moscow regulatory framework.

The effectiveness of the assessment directly depends on a systematic approach: improving the RIA mechanisms, Moscow has developed a list of indicators of effective regulation designed for a systematic analysis of legal documents for the presence of excessive business requirements. Today, these indicators are used to analyze most of the regulations adopted in the capital.

"We understand that it is impossible to conduct an effective dialogue with businesses from only one authority, so we actively involve developers of regulations from all city government complexes in it: we provide training, help them receive feedback from businesses and collect data to calculate the socio-economic consequences of introducing or changing requirements," said the deputy mayor..

Spreading such a culture to all authorities, she continued, significantly simplifies the RIA processes in the capital. As a result of this work, 25 relevant city authorities participated in the regulatory impact assessment procedure in 2023 and 2024.

At the same time, she pays special attention to areas where maximum simplification of business requirements is required, Bagreeva stressed. "It is very important for us to focus on the most regulated industries that have a great demand for rapid growth — construction, housing and communal services, and transportation. These industries have a large volume of permits and requirements that are put forward to them. The second important task is to ensure that any business, regardless of its size, can grow and develop in the city, so much attention is being paid to simplifying regulation of small and medium—sized businesses," said the Vice mayor.

A new step in introducing the ODS culture in the city may be working with students, Bagreeva admitted. According to her, future specialists should be able to put ODS tools into practice today. It is important that university students who study at the Faculties of Economics and Law get acquainted with the principles and tools of ODS there and can use them in their future work.
Within the framework of the forum, the Department of Economic Policy and Development of the City of Moscow held a debate for students of six Moscow universities, whose participants analyzed cases from real work on ODS in Moscow. The winner was a team of students from the Higher School of Economics.
