The State Duma proposed a 40-fold increase in fines for noisy cars
A bill has been submitted to the State Duma, which proposes to increase the responsibility of citizens for operating vehicles with excess noise and pollutants, as well as officials for allowing such vehicles to be used. The document was published on the website of the lower house of Parliament on May 29.
If the bill is adopted, the administrative fine against citizens will amount to 20 thousand rubles, and for officials — from 20 thousand to 30 thousand rubles.
"The proposed amount of administrative fines meets the demands of society for a comfortable urban environment, respect for the peace and quiet of citizens, and reducing the impact of harm from vehicles," the explanatory note says.
Currently, the administrative fine for the operation of motor vehicles exceeding the standards of pollutants in emissions or noise standards is 500 rubles, and for the admission of such vehicles into operation — from 500 to 1 thousand rubles. These fines were imposed more than 10 years ago and are insignificant, taking into account inflation, the deputies said.
"This legal regulation does not play an effective role in terms of responding to and complying with the existing ban by citizens and officials, as it is not sufficient," the developers of the bill said.
Earlier that day, it was reported that the Ministry of Transport had published a draft amendment to the rules of the road (SDA), clarifying the duties of drivers when approaching vehicles with special signals turned on. In the same document, the Ministry proposed introducing the concept of a "child restraint system (device)" into the traffic regulations and defining what exactly applies to these systems.
