US President Donald Trump may impose on Congress the continuation of tariff policy after the court blocked a number of duties. Yulia Boguslavskaya, senior lecturer at the Department of American Studies at the Faculty of International Relations of St. Petersburg State University, Candidate of Political Sciences, shared this opinion with Izvestia on May 29.
"Regulating U.S. trade is primarily a function of Congress. On the one hand, Donald Trump may decide to comply with the court's decision, on the other hand, he may begin to cooperate more closely with Congress," she explained.
Boguslavskaya noted that if Trump decides to violate the court's decision, he must first make sure that the American society and the US Congress will support his policy.
"Part of the responsibility for the continuation of authoritarian policies, if there is one, [Trump can] assign to Congress. That is, it is (a court decision. It may complicate the procedure for imposing duties somewhat, but, on the other hand, it may normalize this process and make it more stable," the political scientist admitted.
According to her, some of Trump's duties had a positive effect. For example, the negotiations with China were positively assessed by the team of the American president.
"It seems that the imposition of sanctions is not so much pursuing the economic interests of the United States as it is aimed at restarting relations with US trading partners. By threatening such tariffs or imposing partial tariffs, Donald Trump and his administration plan to get any concessions," Boguslavskaya said.
As a rule, countries are interested in negotiating with the United States, they are ready to negotiate, which is important for Trump, she added.
The expert recalled that Trump had warned that a tariff war in the short term could have negative consequences primarily for the average American. Most of the discussion was about a possible price increase, but the politician promised that this would not last long, and in the future it could be overcome. According to the political scientist, the worst predictions for Americans still do not come true. Key partners are ready to negotiate, and the United States is also ready to compromise, she noted.
"In the long run, I think the Trump administration will not be able to finish what it started. It is quite possible that there will be problems with individual countries, and prices for some categories of goods will rise anyway. Also, the situation with the American economy is becoming unstable, the American market is becoming unstable," the political scientist emphasized.
On May 29, the US federal court ruled to block Trump's imposition of trade duties, arguing that the politician had exceeded his authority. The President was guided by the law on Economic Powers in case of international emergencies (International Emergency Economic Powers Act, IEEPA). The court found that Trump had exceeded the powers vested in the president by the IEEPA.
CNN wrote that the court's decision does not apply to 25% tariffs on cars, auto parts, steel or aluminum.
