Ukraine's demands for Russia to immediately provide the memorandum are unconstructive. This was announced on May 29 by Kremlin spokesman Dmitry Peskov at a briefing.
"Demanding it immediately, slowly, is all unconstructive. Here it is necessary either to confirm readiness to continue negotiations or to do the opposite," Peskov said.
He stressed that Russia had offered to meet in Istanbul on Monday, June 2, to begin discussing the memoranda.
"The main thing now is to continue this process of direct Russian—Ukrainian negotiations," concluded the press secretary of the President of the Russian Federation.
Foreign Minister Sergei Lavrov announced on May 28 that the second round of talks between Russia and Ukraine would be held in Istanbul on June 2. He expressed the hope that all parties interested in the success of the peace process would provide support for a new round of discussions.
On the same day, the head of the Russian delegation, Adviser to the President of the Russian Federation, Vladimir Medinsky, invited the Ukrainian Minister of Defense and the head of the Ukrainian delegation to negotiations with Russia, Rustem Umerov, to meet to exchange memoranda with a position on a cease-fire and conflict resolution. According to Medinsky, Russia is ready for a "meaningful" discussion of an agreement to end the Ukrainian conflict. Umerov said that Ukraine had submitted its draft memorandum to Russia and was waiting for the Russian version of the document.
