The Ministry of Transport will establish the term "child restraint system" in the traffic regulations

The Ministry of Transport of the Russian Federation proposes to introduce the concept of a "child restraint system (device)" into the traffic regulations and define what exactly applies to these systems. The proposals are described in the amendments to the traffic regulations published on the portal of draft legal acts.

The document intends to eliminate the problem of the proliferation of non-certified and potentially dangerous devices such as seat belt adapters and frameless child seats. These accessories often turn out to be useless in an accident, and they can even worsen the consequences of an accident for a child.

The explanatory note emphasizes that the situation with the certification of adapters is of particular concern: some manufacturers are finding ways to obtain documents for them, as a result of which such accessories are supposedly considered full-fledged car seats. As a result, drivers who use such devices instead of certified restraint systems avoid fines.

The Ministry of Transport pointed out that currently there is no requirement in the traffic regulations for the compliance of child restraints with the requirements established by the technical regulations of the Customs Union "On the safety of wheeled vehicles." The changes are aimed at clearly defining the devices allowed for use and eliminating the possibility of using dangerous alternatives, even if there are questionable certificates.

In the same document, the Ministry clarifies the rules for passing special vehicles with flashing lights. The ministry explained that the current wording "give way" leaves too much room for interpretation and does not guarantee safety.

The day before, it was reported that the Constitutional Court (CC) found no reason to doubt the validity of the amendments to the Administrative Code, which from January 1 of this year increased the amount of fines for a number of traffic violations by one and a half to two times, and reduced the discount for prompt payment of fines. The Court indicated that the adoption of the draft law was not associated with deviations from the legislative procedure.
