It is expected that the verification of the presence of CTP by cameras of photo-video recording in automatic mode will work from November 1 in full without conducting experiments. This was stated by the president of the All-Russian Union of Insurers (VSS) and the Russian Union of Motor Insurers (RSA) Evgeny Ufimtsev.

"That is, from November 1, everything should start working not as an experiment, but directly constructively and with fines," Ufimtsev was quoted as saying by Prime on May 28.

In order for the system to work in full, it is necessary to amend the current legislation, work on them is underway in the State Duma Committee on the financial Market, said the head of the RSA.

Initially, it was planned to launch this system in test mode for a certain period, when car owners without insurance would only receive notifications about their lack of CTP. Currently, according to the RSA, in Russia 7-10% of drivers drive without a CTP policy.

On May 23, it was reported that Russian President Vladimir Putin instructed to improve measures to combat drivers who drive vehicles without valid CTP policies by November 1.

It is planned to record driving without insurance using traffic cameras in automatic mode. The President also instructed to study the possibility of directing the additional profits received by insurers from CTP to upgrade the fleet of public transport in the constituent entities of the Russian Federation.
