The Constitutional Court recognized the fair increase in traffic fines in 2025


The Constitutional Court (CC) found no reason to doubt the validity of the amendments to the Administrative Code, which from January 1 of this year increased the amount of fines for a number of traffic violations by one and a half to two times, and reduced the discount for prompt payment of fines. The court indicated that the adoption of the bill was not associated with deviations from the legislative procedure, Kommersant reported on May 28.
The Constitutional Court published a refusal ruling on the complaint of the deputies of the State Duma. The Court did not find any contradictions in the procedure for adopting the law and in its content. He considered that the increase in fines for traffic violations could not be regarded as unreasonable and disproportionate, given that these amounts had remained virtually unchanged over the years.
The court pointed out that the new regulation is consistent with constitutional principles: the State Duma acted within its powers, and the amendments adopted in the second reading cannot be perceived as contradicting the concept of the bill, because it originally provided for increased liability for traffic violations (talking about a fine for driving without a CTP).
The fact that a group of 97 deputies of the State Duma appealed to the Constitutional Court with a complaint about the amendments to the Administrative Code was reported in mid-March. The parliamentarians argued that the decision to increase penalties for drivers has no objective justification, since accidents on the roads have been decreasing over the past 17 years. At the same time, the law was adopted in violation of the regulations of the State Duma, since the controversial amendments were introduced by the government for the second reading of another bill, they noted.
The law on increasing fines for a number of traffic violations was signed by Russian President Vladimir Putin on December 26, 2024. So, for the most frequent violation — speeding by 20-40 km / h — is now fined 750 rubles instead of 500 rubles. You have 30 days to pay the fine with a discount instead of 20.
The day before, it was reported that the State Duma in the first reading adopted a bill according to which administrative responsibility for driving under the influence of alcohol will occur if substances in the driver's body that are part of drugs that impair attention and reaction.
