A criminal case has been opened against Pavel Flori, director of the Black Sea Fleet Ship Repair Plant (BSF), for fraud on an especially large scale in the execution of a state defense order (GOZ). This was reported on May 28 in the press service of the military investigative bodies of the Investigative Committee of Russia.
"In February 2023, during the execution of the state defense order, the Black Sea Fleet Shipyard signed a multimillion-dollar contract with an individual entrepreneur for the supply of equipment. Control over the execution of the contract was entrusted to Florya," they wrote in the Telegram channel of the department.
The investigation found that from September to November 2023, the person involved in the case, together with representatives of the sole proprietor, knowingly provided false information in the documentation on the cost of equipment. This allowed them to steal more than 4 million rubles from the budget.
During the interrogation, Florya confessed about the circumstances of the crime. At the request of the investigator, the court chose a preventive measure in the form of house arrest in relation to the accused.
Earlier, on May 20, it was reported that a criminal case had been opened in Sevastopol on the embezzlement of over 176 million rubles from budget funds during the implementation of the State Defense Order against individual entrepreneur Viktor Boychuk. In 2023-2024, the Russian Defense Ministry signed multimillion-dollar contracts with Boychuk for the supply of timber. During this period, the entrepreneur provided fake documents about the quality and cost of this resource.
