Deputies of the State Duma in the second and third readings adopted a bill according to which the management organizations of the HOA (homeowners' association) and Housing and communal services (housing and construction cooperative) will be required to provide homeowners with information on the management of apartment buildings. According to the decision of the parliamentarians at the plenary session on May 27, the document will be submitted in a single form approved by the Ministry of Construction of Russia.
The law states that the management organization, HOA and housing and communal services, or another specialized consumer cooperative will have to post a report on the management of an apartment building from the first quarter of 2026.
As the chairman of the State Duma Vyacheslav Volodin explained, the bill should make the activities of management companies more transparent, since in this case residents will be able to check exactly what their funds were spent on. He noted that since 2024, deputies have received 1,162 complaints about the work of the Criminal Code, while almost all appeals are collective, adds "Газета.Ru ".
"In the comments, you also point out the problems in the activities of management companies, the lack of full control over them. The adopted federal law obliges organizations servicing apartment buildings to provide owners with information about their work on managing housing and communal services. This will allow us to standardize housing and communal services, increase the transparency of the activities of the Management Committee, HOA, housing and communal services, as well as make more effective control over their work," Volodin wrote on his Telegram channel.
Prior to that, on April 24, a group of State Duma deputies submitted to the Cabinet of Ministers of Russia a bill proposing to impose fines for renting housing without a contract. For example, it is proposed to impose a fine of 5-10 thousand rubles for citizens, 10-20 thousand rubles for officials, and 20-50 thousand rubles for legal entities. The draft also provides for fines for renting out residential premises without the written consent of neighbors.
