Potential fines for marketplaces to be halved
Fines for marketplaces for violating trade rules, which are reflected in the government's draft law "On the platform economy", are proposed in the lower house to be halved, as their current size may lead to the ruin of market participants. This was told to "Izvestia" by deputies of the State Duma.
They sent to the Cabinet of Ministers recommendations for finalizing the bill following the results of the round table on finalizing the government bill, it was held with the participation of four factions: "Just Russia - For Truth", "United Russia", LDPR and "New People".
"We believe that fines for marketplaces should be halved. In its current form, the mechanism for their application seems insufficiently elaborated," Yana Lantratova, a participant in the roundtable and head of the State Duma Committee for the Development of Civil Society from the "Just Russia - For Truth" faction, explained to Izvestia.
At the same time, in her opinion, the legislation should provide for the protection of consumer rights in terms of compliance with the quality and safety of goods that are sold through digital platforms.
"The issue of fines should be solved in a different way. If we imagine the number of possible violations on the part of marketplaces, among which will be technical and easily remediable, and multiply them by millions of dollars in fines, the amount of punishment, of course, will be a serious enough threat to electronic platforms", - agrees another participant of the round table, Deputy Chairman of the State Duma Committee on Economic Policy from the faction "United Russia" Artem Kiryanov.
He emphasized that, in general, legislative regulation of the platform economy is long overdue. According to him, the government is expected to introduce the bill within a week, this will be the starting point for the beginning of regulation of this sphere.
"We are increasingly using the services of marketplaces, the activities of which are becoming an integral part of life for consumers, perhaps stationary trade will simply cease to exist in the future. Therefore, in our recommendations, we have paid attention to those issues that today bother the industry and are sensitive", - explained "Izvestia" representative of the LDPR faction, head of the Committee on Labor Yaroslav Nilov.
