Starting from June 1, 2025, a law comes into force in Russia, according to which the Federal Tax Service (FTS) will tighten control over transfers from card to card. Denis Kravchenko, First Deputy Chairman of the State Duma Committee on Economic Policy, told on Monday, May 26, what the essence of this law is.
According to the politician, this is primarily aimed at countering the receipt of illegal income.
"In this regard, ordinary citizens have nothing to worry about. It will affect the so-called drops and those who are involved in the legalization of illegally obtained funds. The fact is that Rosfinmonitoring will receive expanded control over the transfer of funds and will be able to promptly block questionable transactions. In order for large transactions not to be banned, certain supporting documents will be required: checks, receipts, gift agreements, and so on," Kravchenko explained in an interview with Paragraph.
Even if ordinary citizens often make transfers, but do not conduct illegal business, this will not be an income, the parliamentarian added. Possible examples: gifts, debt repayment, or financial assistance to family and friends.
"Other types of transfers, of course, should and will be taxed. These are regular receipts from the same sender without supporting documents; provision of services without opening an individual entrepreneur; amounts significantly higher than official income or transfers from unknown or anonymous people. Those who do not have an official income, but have regular large receipts on the card, will receive special attention," the politician explained.
Earlier, State Duma deputy Anatoly Aksakov said that in Russia, the number of bank cards per person will be legally limited. 360.ru . The relevant law may come into force as early as this fall.
It is assumed that everyone will be able to receive no more than 20 pieces, and a maximum of five in one credit institution, RT reports.
The corresponding measure was proposed by the Central Bank in early March to combat dropers, where fraudsters create dozens of accounts and then use them to withdraw stolen money. According to the head of the Central Bank, Elvira Nabiullina, a normal person "does not need 100 cards from different banks," and therefore a limit is proposed.
