Putin explained the recycling by the need to support the Russian car industry

The recycling fee for cars is a measure of support for Russian automakers that does not violate international requirements. This was announced on May 26 by Russian President Vladimir Putin during a meeting with representatives of the business community of the state.

"The recycling fees were thought up there. It's also just an element of support for its manufacturer," he said.

Putin also stressed the importance of supporting domestic automakers and added that support measures are being introduced in this direction.

On January 29, Dmitry Baranov, a leading expert at Finam Management, said that the increase in the recycling fee was due to an increase in the volume of the imported vehicle market. He noted that new foreign car brands were introduced in 2024, which interested consumers and influenced demand.
