In Russia, it has been proposed to introduce mandatory labeling of content created using artificial intelligence (AI) for individuals and legal entities. The relevant initiative is aimed at combating deepfakes and protecting users from false information. As Izvestia found out on May 27, Andrei Shurikov, director of the Institute for Socio-Economic Analysis and Development Programs (ISAPR), addressed Prime Minister Mikhail Mishustin with such a request.

"Considering the insufficiency of the measures taken, as well as the lack of a state policy in Russia in the field of regulating the process of creating and distributing content using AI technologies, we propose to oblige individuals and legal entities to label content created using technology. AI when it is placed on the Internet," says the document, which is available to Izvestia.

According to him, by 2026, about 90% of Internet content will be created using AI. Already, more than 70% of Russians and 40% of minors actively consume online content, which increases the risks of manipulation.

"Deepfakes (image or voice synthesis) they can not only discredit the honor and dignity of a particular person, but also form a fictional reality that affects all spheres of human activity," notes Shurikov.

For violating the requirements, it is proposed to introduce fines similar to penalties for illegal processing of personal data.

"The implementation of the proposed initiative will protect the citizens of our state from the negative impact of deepfakes and minimize the interference of unfriendly countries," concluded Shurikov.

On May 22, Izvestia got acquainted with the results of a survey of the RuStore app store and Mail. According to them, 60% of Russians surveyed have a positive attitude towards the use of neural networks in their studies and work. Among those who interact with neural networks, the most popular scenario turned out to be the search for answers to questions: two thirds of users (66%) chose this option. Media file generation (15%), writing texts on demand (10%) and retelling information (7%) are also in demand.
