The Department of the Federal Penitentiary Service (UFSIN) for the Yamalo-Nenets Autonomous District (YNAO) on Monday, May 26, explained the reasons for refusing to transfer Alexander Pichushkin, known as the "Bitsevsky maniac," to another colony, because a life sentence does not fall under the rules allowing a change of place of serving his sentence on a personal basis. the application.
As noted in the department, Pichushkin applied for a transfer to a correctional institution of the same type, but there were no grounds for this.
The Federal Penitentiary Service recalled that the man is serving a life sentence, and the procedure for determining the colony for such convicts is regulated by Part 4 of Article 73 of the Criminal Executive Code of the Russian Federation. The possibility of transfer closer to the place of residence of relatives is provided only for those who have been sentenced to imprisonment for a certain period (parts 1-3 of art. 73 of the Criminal Code of the Russian Federation).
It clarifies that the transfer of a convicted person with a life sentence is possible only in the presence of exceptional circumstances — serious illness, threat to personal safety, reorganization or closure of the institution. There are no such grounds for Pichushkin at the moment, the ministry stressed. Now the convict continues to serve his sentence in correctional colony No. 18 in Yamal.

Pichushkin committed the largest number of crimes from 2001 to 2006. In October 2007, the court sentenced him to life imprisonment.
