The Board of Directors approved amendments to the law on forest roads
Amendments to the draft law on forest roads were approved on May 26 by the government commission on legislative activity, sources in the government told Izvestia. The document is available to the editorial staff.
The draft law provides for the clarification of the chapter of the Forest Code of the Russian Federation, which establishes regulations on forest roads. This was stated by Vladimir Gruzdev, Chairman of the Board of the Association of Lawyers of Russia.
"The amendments expand the provisions of the original draft law by introducing new content. For example, a more detailed conceptual framework is being established, as well as a classification of forest roads, depending on their service life, seasonality and other factors," he said.
According to the expert, an expanded regulatory settlement is primarily necessary for clearer enforcement. In the future, the provisions of the Forest Code of the Russian Federation will be specified in by-laws.
"It is additionally clarified that in order to create forest roads, non-forest land is primarily used, however, if necessary, logging of forest stands is allowed. At the same time, if such facilities are created, it is necessary to comply with the legal regime of water protection zones and take measures aimed at preventing negative impacts on the forest and the environment," concluded Gruzdev.
On April 21, the Government Commission on Legislative Activity approved a draft law on the procedure for using forest lands for the construction, reconstruction and operation of hydraulic structures. It was reported that this document is aimed at preserving forests. The amendments will help to avoid unauthorized placement of hydraulic engineering facilities on the territory of forests
