A group of senators of the Federation Council, led by Vladimir Yakushev, First Deputy Speaker and Secretary of the General Council of United Russia, submitted to the State Duma a bill guaranteeing an insurance pension for the loss of a breadwinner to children conceived with IVF after the death of their father. The document was posted on the electronic database of the lower house of Parliament on May 26.
"The draft federal law proposes to amend Federal Law No. 166-FZ, defining a new type of social pension — a social pension for children born 300 days after the death of a person whose paternity has been established in court," says an explanatory note to the bill published on the website.
The draft federal law was developed to comply with the ruling of the Constitutional Court, which declared unconstitutional several provisions of Article 10 of the Federal Law "On Insurance Pensions" to the extent that they do not allow the appointment of a survivor's pension to such children.
Earlier in the day, Sergey Belyakov, President of the National Association of Non-Governmental Pension Funds (NAPF), explained the mechanism of state co-financing of children's savings. According to the expert, children's accounts opened under the long-term savings program (CDS) will increase each parent's contribution at the expense of the state by a fixed amount according to the established rules.
