Experts discussed master plans for urban development until 2030

During the panel discussion "Scaling competencies: how to ensure the quality of 200 master plans" at the Arch Moscow exhibition, key aspects of the development of master plans for cities and territories were discussed. This was announced by the organizer of the discussion, DOM.RF.

Moderator of the discussion, Director of Urban Environment Development HOUSE.Anton Finogenov, Russian Federation, highlighted the trends of expanding the complexity of the master plan and noted the growing importance of digital data and analytical tools. According to him, this improves the quality of projects and helps to take into account different aspects of urban life.

Special attention was paid to the legal consistency and managerial sustainability of the master plans. Experts noted the importance of synchronizing methodological recommendations with legislative initiatives in the field of master planning. To solve this problem, the HOUSE.The Russian Federation holds working meetings with representatives of the Ministry of Economic Development and the Ministry of Construction.

"Creating 200 high-quality master plans by 2030 is an extremely difficult task that requires an integrated and interdisciplinary approach," Finogenov emphasized. He noted the need to involve all stakeholders in the process of developing and ensuring high-quality moderation of project proposals.

One of the key challenges, according to the participants of the discussion, was the adaptation of master plans to the unique features of each region. The experts suggested using "flexible" design methods that allow for detailed consideration of local contexts and involve the local population in the development process.

Alexander Panin, Managing Partner of the Kartfond Research Center, emphasized that "the master plan is an institutional act that determines the future development of the country." He noted that the successful implementation of such projects requires federal status and a strong staff of specialists from various fields.
