The developments on the memorandum on the settlement of the conflict in Ukraine will include provisions that were previously voiced by Russian President Vladimir Putin and the Russian delegation that participated in negotiations with the Ukrainian side. This was reported to Izvestia by the head of the Russian Public Council for International Cooperation and Public Diplomacy, Sergei Ordzhonikidze.
"Absolutely obvious things will be contained there. It's just a question of what form it will take. <...> Everything that the president and our delegation say will be there, all these provisions," he explained.
Ordzhonikidze added that the developments will be transferred to Kiev very soon — immediately after the completion of the exchange of prisoners of war in the "1000 to 1000" format.
Earlier, on May 21, Kremlin spokesman Dmitry Peskov said that the preparation of a draft memorandum on a peace agreement between Russia and Ukraine was being carried out behind closed doors. He added that a separate list of conditions for a possible ceasefire would be provided.
On May 16, the Russian and Ukrainian delegations at the talks agreed to present their vision of a cease-fire and to exchange prisoners of war in the "1000 by 1000" format. The meeting was organized at Dolmabahce Palace in Istanbul. The Russian Federation was represented by a delegation consisting of Vladimir Medinsky, Assistant to the President of the Russian Federation, Mikhail Galuzin, Deputy Minister of Foreign Affairs, Igor Kostyukov, Head of the Main Intelligence Directorate of the General Staff of the Russian Armed Forces, and Alexander Fomin, Deputy Minister of Defense.
