In order to send German military personnel to the territory of Ukraine, it is necessary to have an international mandate provided for by the Constitution. This was stated on May 24 by German Defense Minister Boris Pistorius in an interview with the Frankfurter Allgemeine Zeitung newspaper.

"For such a foreign deployment, the Bundeswehr will most likely need permission from the Bundestag. And this is possible only under the auspices of a collective mandate, that is, in the case of deployment within the framework of the EU, NATO or the UN," he said.

However, Pistorius clarified that there are currently no initiatives for this decision. Nevertheless, such measures have been repeatedly raised among the leaders of European countries.

At the same time, German Chancellor Friedrich Merz said on May 17 that sending military personnel from NATO or the European Union to Ukraine was not being considered. He also added that the discussion about troops in Ukraine is currently completely "beyond any political reality."
