A new methodology for calculating maternity benefits for student mothers is needed in order to calculate the amount of support more fairly, since students do not have work experience to receive payments from the Social Fund. Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, said this on May 23.
"We proceed from the fact that by the very concept of "student" we understand that the child has not yet worked. Immediately after school, the girl goes to study, and, of course, she does not have any experience to receive Social Security payments," Bessarab said in an interview with Lenta.Ru .
The parliamentarian explained that today, full-time students receive maternity benefits, depending on the amount of the scholarship.
"It's an atypical situation today when students give birth. <...> At least they need to be helped in this," the MP said.
Bessarab also noted that among other support measures for young families, she named the construction of family dormitories. In addition, the Family national project provided funds for the appropriate provision of student campuses and mother and child rooms at universities. In regions with low birth rates, other social guarantees are provided, such as rental housing for a student family, an increased lump sum payment at the birth of a child and other support measures, the parliamentarian added.
On May 22, Russian Prime Minister Mikhail Mishustin announced that the amount of maternity benefits for full-time students will increase to an average of 90 thousand rubles, the Moscow City News agency reports.
It is noted that the amount of payments will be calculated according to the amount of the regional subsistence minimum, and not the scholarship. 360.ru Mishustin clarified that the provision of this support will be financed from the federal budget of the state.
At the same time, benefits will be provided to students of universities, colleges, as well as in institutions of additional professional education and in scientific organizations, NSN clarifies.
On May 19, the Ministry of Labor drafted a bill that includes an increased maternity allowance for full-time students. At the same time, it is assumed that the allowance will be assigned and paid by the Social Fund of Russia at the expense of the federal budget.
