The average amount of a fine for traffic violations has increased in Russia

The average fine for traffic violations in Russia in the spring of 2025 was 930 rubles. This is one and a half times more than the same period last year, according to MTS Bank's analysis, which was reviewed by Izvestia on May 26.
According to experts, the increase is due to an increase in fines from January 1, including for the most common violation — speeding. In addition, this year the discount on quick payment has decreased from 50% to 25%.
It is noted that the largest fine in the spring of 2025 was issued in Udmurtia for exceeding the permissible dimensions of a large vehicle - 525 thousand rubles.
At the same time, the total number of fines this spring decreased by 11% compared to the same period last year, and the average number of fines paid per car owner decreased over the year from 2.5 to 2.4 fines, according to a study by MTS Bank.
They clarified that the most popular traffic violation in the spring is speeding from 20 to 40 km/h. It accounts for 60.9% of the total number of fines. This is followed by non-compliance with the requirements of signs or markings and violation of the rules for using seat belts or motorcycle helmets (6% and 4%, respectively).
The rarest violations were non-compliance with traffic rules across railway tracks, U-turns or reversing in places where such maneuvers are prohibited, and re-entering a lane intended for oncoming traffic, experts emphasized.
According to analysts, the largest number of traffic violations in the spring of 2025 was recorded in Moscow (44.8% of all), St. Petersburg (5.7%), Tatarstan (4.5%), Sverdlovsk Region (3.7%) and Bashkiria (3.2%).
Earlier, on May 16, it was reported that the Ministry of Finance of the Russian Federation increased the forecast for collecting funds received from traffic violators eight times. It is noted that in the current fiscal year this figure may amount to 52.8 billion rubles instead of the initially projected 6.4 billion rubles.
