Putin signed a law on an experiment on registration of migrants through an application

Russian President Vladimir Putin has signed a law on conducting an experiment in registering migrants through a mobile application in Moscow and the Moscow Region in 2025-2029. The corresponding decree appeared on the official website of the publication of legal acts on May 23.

It is reported that the law establishes an experiment in the implementation of additional accounting mechanisms for foreign citizens staying in Russia in the capital and the Moscow region from September 1, 2025 to September 1, 2029.

Migrant workers who arrived in Russia without a visa and who have the right to work in the country on the basis of a patent will be subject to registration, the document says.

The law stipulates that the Ministry of Internal Affairs will establish the actual location of foreign citizens, coordinating this with the highest officials of Moscow and the Moscow region. If a migrant does not have registration in the application, law enforcement agencies will oblige them to complete it. In addition, the participants of the experiment will have to provide information to the Ministry of Internal Affairs of Russia when changing their actual location within three calendar days using the application.

Foreign citizens who will be in Moscow and the Moscow region at the time of the start of the experiment should contact the Ministry of Internal Affairs to register and inform about their actual location within 30 working days, the document says.

It clarifies that exceptions are set for heads of diplomatic missions and consular offices, their family members, citizens of Belarus, as well as holders of diplomatic and official passports.

On May 20, the official representative of the Russian Interior Ministry, Irina Volk, reported that law enforcement agencies had blocked the illegal migration channel and detained six residents of the Volgograd Region and Moscow, who illegally legalized over 1,000 foreigners. According to Volk, the defendants offered their clients to illegally issue migration documents for money.
