Insurers named the share of drivers without CTP in Russia


In Russia, 7-10% of drivers still drive without a CTP policy, according to a statement from the Russian Union of Motor Insurers (RSA), which was received by Izvestia on May 23. In the event of an accident with such motorists, bona fide drivers are forced to independently seek compensation from the culprit, and in the absence of one of the participants in the CTP policy, the European protocol does not work.
As previously reported on this day, Russian President Vladimir Putin instructed to improve measures to combat drivers who drive vehicles without valid CTP policies by November 1. It is planned to record driving without insurance using traffic cameras in automatic mode. The President also instructed to study the possibility of directing the additional profits received by insurers from CTP to upgrade the fleet of public transport in the constituent entities of the Russian Federation.
The RSA believes that checking the availability of CTP policies through traffic cameras will have a positive impact on the situation on the roads. Representatives of the union noted that after the launch of the project to verify the availability of policies, regional budgets will be provided with additional revenue from fines.
The insurers also pointed out that after the exclusion of the CTP policy from the list of documents for car registration (valid from March 1), the camera check of the "motor citizen" was considered as a new control tool. However, due to the postponement of the start of the experiment, there were no other system tools left to monitor the availability of the policy. As a result, the question began to arise whether it was worth going back to checking the policy during registration, they noted.
On May 20, the RSA announced that it supports amendments to the law on CTP, which are being prepared for submission to the State Duma. They will help to increase the amount of compensation for policyholders who have used the insurance payment for repairs. The main change, if adopted, will be the consumer's right to receive compensation for the cost of depreciation from the insurer in addition to the initial payment.
