Russian President Vladimir Putin has signed a law on the localization of taxi cars. The relevant document was published on May 23 on the official Internet portal of legal acts.

According to the document, a vehicle can be included in the register of passenger taxis if one of two conditions is met: if it has scored a sufficient number of localization points in accordance with the parameters adopted for public procurement, or if it was produced under a special investment contract concluded between March 1, 2022 and March 1, 2025.

If the contract was signed after March 1, 2025, the possibility of using the car in a taxi will be determined by a government decision.

It is specified that the law will enter into force on March 1, 2026, but in some regions the new requirements will take effect later. They will be applied in the Kaliningrad Region and the Siberian Federal District from March 1, 2028, and in the Far East from March 1, 2030.

Starting from January 1, 2033, the localization score criterion will be the only basis for entering a vehicle into the registry.

The bill providing for the transfer of taxi companies to Russian cars was adopted by the State Duma immediately in the second and third readings on May 13. Initially, it was assumed that these rules would come into force on October 1, 2025.
