Russian President Vladimir Putin has instructed the federal government and the government of the Moscow region to consider the possibility of conducting an experiment to introduce an electronic service for connecting capital construction facilities to the grid on the regional portal of public services. The relevant list of instructions was published on the Kremlin's website on May 23.

"To consider reducing the regulatory deadlines for the connection (technological connection) of capital construction facilities to the electricity, gas, heat, water supply and sanitation networks," the list of instructions says.

In addition, a phased advance payment should be established, in which organizations will receive further payment only after they demonstrate the work done.

The document emphasizes that the government of the Russian Federation, together with the authorities of the Moscow region, should consider the possibility of conducting this experiment before October 1 of this year. Mikhail Mishustin, the Prime Minister of Russia, and the chairmen of the relevant commissions of the State Council of the Russian Federation were appointed responsible for the execution.
