Improved legal mechanisms for the enforcement of business responsibility for recycling, the enormous preventive work of the Federal Service for Environmental Supervision and new approaches to administration have already provided an unprecedented amount of environmental collection in the amount of 19.7 billion rubles in 2025. This is 2.8 times more than planned. This year, the amount was projected to be 7 billion, taking into account the fact that the eco-collection is charged for goods and packaging produced in the previous two years. Last year, the actual amount was 3.77 billion rubles. This was announced by Svetlana Radionova, Head of Rosprirodnadzor, during the XI Nevsky International Environmental Congress.
She noted that there are objective and subjective reasons for the increase in environmental fees. "Objective is the beginning of the functioning of a new, more transparent system of extended producer responsibility, which allowed businesses to take a more thorough approach to the implementation of ROP. And the subjective one is a huge systematic work on prevention, which was carried out by the service throughout the year," said the head of the department.
"We have informed and are informing companies through the website, conducting training webinars and seminars explaining the requirements of legislation in this area. In addition, as part of the reporting audit in 2024, we sent almost 39 thousand demands, warnings and acts of control, and more than 2 thousand documents have been sent since the beginning of the year," Svetlana Radionova added.
Moscow has become the absolute leader in eco-collection among the regions. The amount collected here amounted to more than 12 billion rubles. The top ten included the Moscow, Ryazan and Novosibirsk regions, St. Petersburg, Leningrad and Tula regions. Also among the ten regions with the highest index are the Republic of Bashkortostan, Tatarstan and the Lipetsk Region.
Recall that the legislation of the Russian Federation requires manufacturers and importers of certain goods and packaging to dispose of waste or pay an environmental fee. Administrative liability is provided for violations.
