- More than 50 thousand university places have been allocated for ITS participants and their families in 2025

More than 50,000 places have been allocated in Russian universities for participants in the special military operation (SVO) and their relatives in 2025. This was announced on May 22 by Valery Falkov, Minister of Science and Higher Education of the Russian Federation, during a meeting between Russian President Vladimir Putin and members of the government.
He recalled that last year, more than 12,000 participants and their children took part in a separate quota.
"For their admission to universities this year, 2025, a separate quota of at least 10% of the total volume of the digital admission control for each specialty has been determined. This is more than 50 thousand places, we are determining with a large margin," Falkov said.
In addition, 2 thousand more places are reserved for the participants of the SVO and their relatives in the preparatory departments of higher educational institutions.
The Minister clarified that each enrollment situation is the subject of special attention from the rectors, in particular, in cases where there is not enough quota. According to Falkov, at such moments there is a redistribution or enrollment at the expense of the university.
On March 26, the head of the Government of the Russian Federation, Mikhail Mishustin, announced that the participants of the SVO have a priority right to medical care and education. According to him, automatic assignment of additional payments has been organized for them. Mishustin stressed that caring for the participants of the special operation and their families is the duty of the federal authorities, which they perform jointly with the Defenders of the Fatherland Foundation.
