The XIII St. Petersburg International Legal Forum, as the most important event of 2025 on the global legal agenda, has completed its work.

In his greeting to the participants of the event, Russian President Vladimir Putin noted that "today, in the context of the formation of a multipolar world order, one of the priorities is to set up global governance institutions and mechanisms for ensuring collective security in such a way that they meet the requirements of the times and serve for the benefit of progress and prosperity. Such work should be based on positive historical experience and mutual willingness to reflect on and take into account the lessons of the past," Vladimir Putin stressed.

The need for a deep understanding of historical experience for the subsequent development of joint solutions capable of ensuring the development and strengthening of the legal foundations of a just multipolar world has been repeatedly discussed at the Forum during numerous discussions.

"Due to the rich agenda and representative membership, the Forum has global significance, confidently retains the status of a landmark universal platform for discussing not only purely professional problems in the field of jurisprudence, but also for a more detailed consideration of the current state of affairs on a wide range of political and socio-economic issues," said Justice Minister Konstantin Chuichenko.

This year, the Forum was attended by more than 5,600 participants and media representatives from 80 countries and territories, including Russia. According to Anton Kobyakov, Adviser to the President of the Russian Federation and Executive Secretary of the SPIEF Organizing Committee, "the increased number of guests has significantly changed the format of the forum, making it more ambitious and significant compared to last year."

"All this confirms the unique interest in Russian jurisdiction. For us, this is, of course, a tool of soft power. A tool for building a long-term partnership. And most importantly, Russian jurisdiction attracts, not forces," Anton Kobyakov said.

Among the participants are senior officials of Russia and foreign countries, chairmen and judges of constitutional and supreme courts of foreign countries, prosecutors General and representatives of the legal community, leading world experts in economics, law and international relations, heads of legal departments of the world's largest companies, representatives of the international legal community.

The forum was attended by Vice President of El Salvador Felix Ulloa and Deputy Prime Minister, Minister of Justice of the Republic of South Ossetia Alan Dzhioev.
