The idea of paying a fixed personal income tax (personal income tax), as well as contributions to the compulsory health insurance fund (MHI) from officially unemployed persons, was not approved by 63% of Russians, according to a May 22 study by the Superjob portal.

It is noted that only 17% of Russians expressed their support for the proposal to pay taxes to unemployed people who have a "shadow income."

The idea itself was formulated by Professor of Finance University, economist Alexander Safonov. In his opinion, in the Russian Federation there is a well—off, but unemployed part of the citizens - the children of rich parents, rentiers and housewives. The economist pointed out that they all enjoy social benefits, while they themselves do not participate in their financing.

On May 12, it was reported that in the first three months of 2025, the five-step personal income tax scale brought 37.8 billion rubles to the federal budget. According to the Federal Tax Service statistics analyzed by Izvestia, this is almost 40% more than in the same period last year, when the "tax on the rich" was collected by 27 billion.
