The Federal Antimonopoly Service of the Russian Federation has agreed on the trade policies of producers of mineral fertilizers. Product prices remained at the level of 2022. This was announced to Izvestia by the FAS on May 22.

"The sale of mineral fertilizers will be carried out at prices no higher than the level of September 2022. The service also continuously monitors the cost of fertilizers. No exceedances of the limit level have been identified," the ministry said.

In addition, the FAS reported that work continues on the development of exchange trading in fertilizers. According to the St. Petersburg Stock Exchange, in April 2025, the volume of concluded contracts increased 4.2 times compared to the same period in 2024.

Marginal prices for fertilizers were voluntarily fixed by manufacturers back in 2021 on the recommendation of the Federal Antimonopoly Service. Then it was determined that the cost should not exceed the level of May – July 2021, with indexing in June and September 2022. No such indexing was carried out in 2023 and 2024.

On April 28, the Russian government extended the quota for the export of mineral fertilizers in excess of 19.7 million tons from June 1 to November 30, 2024. At the same time, quotas will not apply to the supply of fertilizers to Abkhazia and South Ossetia.

Alexander Daniltsev, Director of the HSE Institute of Trade Policy, said on April 17 that Russia is a traditional supplier of fertilizers to the European Union. According to him, the countries' need for this product remains.
