Teachers in need of housing are offered a priority right to receive it. As Izvestia found out, such a bill will be submitted on May 22 by Sergey Kabyshev, chairman of the State Duma Committee on Science and Higher Education, and Sergey Mironov, leader of the Fair Russia — For Truth faction.

"The draft law was developed in order to improve the legal mechanism for ensuring the needs of teaching staff in housing, to eliminate the formal legal obstacles identified in law enforcement practice for the realization of the pre-emptive right recognized by law for teaching staff in need of housing with the assistance of the state," the document says, which turned out to be at the disposal ofIzvestia".

As the deputies explain in it, the current version of the law "On Education" guarantees teachers the right to receive emergency housing under social rental agreements, but the Housing Code does not include them in the list of categories of citizens who have such a right.

"This makes the guarantee formal. Our bill is designed to eliminate this contradiction. We propose to grant the right to priority improvement of housing conditions to teachers who are registered as those in need of housing. We propose to establish flexible support mechanisms for teachers by a decision of the Russian Government," Sergei Mironov explained to Izvestia.

The bill states that housing for teachers should be provided from the state and municipal specialized housing stock, provides for the provision of housing subsidies and the launch of preferential mortgage programs.

"Our goal is to create a clear regulatory framework that will solve teachers' housing problems, increase the prestige of the profession and attract qualified personnel to the field of education," said Sergey Mironov.
