The participants of the round table organized by Rosseti discussed the first results of the work of the backbone territorial network organizations (STSO). The discussion took place within the framework of the St. Petersburg International Legal Forum.

"The key goal of STSO is to increase reliability. This is a guarantee of proper operation of the networks of territorial grid organizations that will lose their status, as well as ownerless energy facilities in the regions. At the same time, the creation of the STSO institute can be considered as the final point in a long process of forming and synchronizing the legal and economic models of the distribution complex," said Daniil Krainsky, Deputy General Director for Legal Support at ROSSETI.

The round table was attended by representatives of the Federal Antimonopoly Service of Russia, regional authorities, and large industry organizations, including the Grid Company of Tatarstan.

The participants also discussed the legal aspects of consolidating ownerless networks, changing approaches to mining regulation, and tariff setting issues.

The STSO Law was adopted in 2024. ROSSETI has received this status in all 69 regions of Russia where the group's distribution companies operate.
