The NAPF named the average size of a non-state pension in Russia


The average size of a non—state lifetime pension in Russia in 2024 was 3.8 thousand rubles per month, and a non-state fixed-term pension was 6.1 thousand rubles per month. This is evidenced by the results of a study by the National Association of Non-Governmental Pension Funds (NAPF), which was reviewed by Izvestia on May 22.
The average non—state pensions paid as part of an individual non-state pension provision (NGO) amount to 5.5 thousand rubles per month, which is slightly more than in a corporate NGO (4.4 thousand rubles per month).
As noted in the study, at the end of 2024, 6.4 million NGO participants formed and received a non-state pension. There are 4.4 million participants in corporate NGO programs, most of whom (about 66%) are at the accumulation stage. There are 2 million participants in an individual NGO, almost all of them (about 97%) at the same stage.
In addition, 2.7 million Russians entered the long-term savings program in 2024, which affected the NGO market. It has been operating in Russia since January 1 last year and provides for state co-financing of contributions for 10 years in the amount of up to 36 thousand rubles per year, as well as the right to a tax deduction.
The process of finalizing the various mechanisms of action of the PDS is currently underway, according to the NAPF analysis. There are proposals to encourage employers to make contributions for their employees so that it becomes part of the social package.
On May 19, Svetlana Bessarab, a member of the State Duma Committee on Social Policy, announced that on August 1, the individual pension coefficient (IPC) points they earned over the past year would be added to the pensions of working pensioners. The MP also recalled that starting from October 1, pensions for military retirees will be increased by 4.5%.
