Taxi drivers in Moscow will be fined for lack of certification


The Moscow City Duma adopted a law on an administrative fine of 5,000 rubles for the lack of certification for drivers of passenger taxis. The decision was made at the plenary session on May 21, according to TASS. Amendments have been made to the Administrative Offences Code of the capital, and a new article 10.14 of the Administrative Code establishes administrative responsibility.
Mandatory certification of taxi drivers for knowledge of local attractions, rules of baggage transportation and first aid in case of an accident has been introduced in Moscow since March 1, 2025. The norms are fixed in federal legislation and in the regional law "On passenger taxis in the city of Moscow." The validity period of the certification results is two years, and the certification itself is free of charge, said Alexei Shaposhnikov, Chairman of the Moscow City Duma.
"Now that the certification has become mandatory, there is a problem with the lack of measures to influence drivers of passenger taxis who avoid passing it," he said.
According to Shaposhnikov, the majority of taxi drivers (almost 160,000 people) passed certification on time. Drivers were eligible to undergo certification on a voluntary basis during the transition period from August 12, 2024 to March 1, 2025.
On March 21, Sergey Aleksyuk, head of the Taxi Transportation Development Department of the Moscow Department of Transport and Road Infrastructure Development, said that certification of taxi drivers would increase the level of safety for passengers, as it includes testing for emergency situations. According to him, the test for taxi drivers consists of 10 questions, to pass it is enough to answer eight correctly.
