The Federation Council approved the law on registration of migrants through a mobile application

The Federation Council has approved a law on conducting an experiment in Moscow and the Moscow region to register migrants through a specific mobile application that will collect information about the geolocation of foreign citizens, it will be conducted from September 1, 2025 to September 1, 2029. The decision was made on May 21 at a meeting of the Federation Council, the meeting of which was broadcast on the page of the legislative body on the VKontakte social network.

According to the law, the accompanying documents to which are published in the database of draft laws of the State Duma, foreign citizens will register in a mobile application in which fingerprint information and a photo will be stored. Upon registration, they provide consent to the processing of personal data, including those related to mobile devices and geolocation, and send a message to the territorial body of the Ministry of Internal Affairs about their actual location through this mobile application.

It is specified that the actual location of a foreign citizen will be determined by the Ministry of Internal Affairs in coordination with senior officials of Moscow and the Moscow region. If there is no registration in the application, the migrant will be required to complete it.

Also, the participants of the experiment will have to inform the Ministry of Internal Affairs about this within three working days if they change their actual location. Exceptions will be made for stays in hotels and other tourist organizations, medical and social institutions, as well as in institutions that carry out criminal or administrative punishment.

It is noted that foreign citizens who are in Moscow and the Moscow region at the time of the start of the experiment will be required to contact the Ministry of Internal Affairs and register and report their actual location within 30 working days.

To take into account: schools will transfer all data on migrant children to the Ministry of Internal Affairs

This will make it possible to establish the legality of foreigners' stay in Russia.

On May 20, the State Duma (State Duma) at its plenary session adopted in the second and third readings a law on conducting an experiment in registering migrants in Moscow and the Moscow region through a special mobile application. Chairman of the State Duma Vyacheslav Volodin noted that the adopted mechanism will strengthen control in the migration sphere.
