Peskov promised Russia a wide range of means to protect shipping

Russia will protect its shipping by all available means within the framework of international law. This was announced on May 21 by Kremlin spokesman Dmitry Peskov.
"By all means available to Russia <...> And a fairly wide range of means is available," Peskov said, answering the question of how the state can protect its shipping.
He recalled the recent incident with a Russian tanker in the Baltic Sea, which, according to Peskov, became an example of possible provocations.
"Russia has shown that it is capable of reacting quite harshly," he said.
On May 4, the head of the European Commission (EC), Ursula von der Leyen, announced that the 17th package of anti-Russian sanctions included 189 tankers that allegedly transport Russian oil under the flags of various states.
On the same day, NATO aircraft and the Estonian Navy attempted to seize a civilian Jaguar ship in neutral waters, bound for Primorsk under the flag of Gabon. There were 21 people on board the ship — citizens of Russia, India and Myanmar.
