Gas explosion in Stavropol — what happened

On the morning of May 21, an explosion of household gas occurred in an apartment building on Tukhachevsky Street in Stavropol. According to the press service of the Ministry of Emergency Situations of the Stavropol Territory, as a result of the accident, a fire started in an apartment on the 18th floor. The fire was localized and eliminated on an area of 10 sq. m.

Footage from the scene shows that several apartments on the top floor of the building have been completely destroyed, some have missing end walls and broken window frames. The surrounding area is strewn with debris that damaged cars parked nearby.

The press service of the regional Ministry of Emergency Situations clarified that five apartments, more than 20 cars, as well as supporting structures, window and door openings on the landing were damaged by the explosion. Operational services continue to work at the accident site.

On the fact of the incident, the Investigative Department of the Investigative Committee (SU IC) of Russia in Stavropol opened a criminal case under art. 167 ("Intentional destruction or damage to property") and art. 238 of the Criminal Code ("Provision of services that do not meet safety requirements").

Investigators and criminologists are working at the scene of the accident, the details of what happened are being clarified. Vladimir Khorolsky, Acting head of the Investigative Department of the Investigative Committee of Russia for the region, arrived to coordinate the work of the investigative teams and operational services.

The governor of the Stavropol Territory, Vladimir Vladimirov, instructed to restore the house damaged by the explosion in Stavropol within two weeks.

"Five apartments were damaged. The explosion also damaged the glazing in the neighboring house. These consequences must be eliminated promptly," he wrote on his Telegram channel.

The building was never put into operation, but people moved into it by court order.

The head of the region noted that at the moment, an inspection of the structures of the house is underway, temporary accommodation has been organized for residents of the entrance where the explosion occurred.

Vladimirov added that payments to the victims will be made in accordance with the regional law. At the same time, he pointed out the difficulties in helping the owners of damaged cars.

"So far, our legislation does not provide for assistance in such cases. I think this is wrong. We will fix it. I have instructed to develop draft amendments to the regional legislation," he said.
