The list of projects implemented under the state program "Construction" has been expanded with measures to modernize municipal infrastructure, develop territories and road construction. The corresponding decree was signed by Prime Minister Mikhail Mishustin. Izvestia investigated which Russian regions invest the most in construction and which difficulties are most relevant for the real estate market.

Investing in the future

The main tasks of the state program "Construction" include the development of infrastructure in the main settlements, the Ministry of Construction told Izvestia.

"The application of an integrated approach to the implementation of investment projects covers the entire range of priorities for the spatial development of the Russian Federation in the long term. This ensures the alignment of the most important capital construction facilities for balanced socio-economic development, transport, energy, industrial, scientific, technological and tourist infrastructures in all regions," the ministry said.

In Russia, investments in construction are unevenly distributed: the largest volume is concentrated in regions with high economic activity, developed infrastructure and significant government support (subsidies, benefits, infrastructure loans), Anton Trenin, an expert at the ACRA corporate ratings group, told Izvestia.

If we look at the infrastructure expenditures of budgets in the regional context (for construction, repair and design of transport, utility, social, telecommunications and energy facilities), their dynamics are rather heterogeneous, Alexander Shepelev, an expert on the stock market at BCS World Investments, told Izvestia.

— According to a Sherpa Group study, the Ural Federal District invested the most in infrastructure projects in the first quarter (+87% compared to the same period in 2024, up to 21.9 billion rubles) and the Siberian Federal District (+68%, up to 28 billion rubles). And most of all, such expenses decreased in the first three months of 2025 in the Southern Federal District (-35.2%, to 22.6 billion rubles)," the expert said.

According to him, in Moscow, budget expenditures on infrastructure increased by 15.3% over the period, to 74.5 billion rubles; in St. Petersburg, an increase of 28.7% was noted, to 29.1 billion rubles.

Regional cross-section

The comprehensive state program "Construction" is based on a federal targeted investment program, Dmitry Zemlyansky, director of the Center for Spatial Analysis and Regional Diagnostics at the IPEI Presidential Academy, reminded Izvestia. The state program includes all projects, the construction of which is carried out at the expense of the federal budget. These are mostly large landmark federal infrastructure facilities. The list of projects in the state program is updated regularly.

— First of all, it is important to continue the line of comprehensive development of the Sheregesh resort. This is a particularly relevant area for diversifying the economy of Kuzbass in the context of the complex development of the coal industry in the Kemerovo region. In addition, attention is drawn to the inclusion of additional projects in the housing and communal services sector, one of the priorities set out in the President's address," Dmitry Zemlyansky said.

With a total volume of 16.7 trillion rubles in construction, the contribution of the state program "Construction" of 5 trillion rubles (albeit for the entire duration of its implementation) is significant for the industry, Dmitry Zemlyansky noted. Moscow accounts for almost 12% of the total volume of construction work, while the Moscow Metropolitan Region (Moscow and the Moscow Region) accounts for more than 16%. More than 5% of construction is concentrated in the Republic of Tatarstan, about 4% in St. Petersburg.

— Other major centers include the Krasnodar and Krasnoyarsk Territories, the Sverdlovsk Region, the Khanty-Mansiysk and Yamalo-Nenets Autonomous Districts, and the Republic of Bashkortostan. At the same time, the 20 regions with the smallest volumes account for about 3% of all construction work in Russia.

The main difficulties

The current situation in the construction sector is not easy, Dmitry Zemlyansky believes. Against the background of the abolition of preferential mortgages and tight monetary policy, the demand for housing from the population has significantly decreased. The industry primarily supports the construction of individual residential buildings by the population.

— The number of apartment buildings continues to decrease. Despite some activation at the beginning of 2025, associated with the issuance of preferential mortgages and installments from developers, housing sales in new buildings are still worse than in the previous year. According to Dom.Russian Federation", sales in new buildings in the first quarter of 2025 were 6% worse than last year. The sale of housing at the stage of readiness for commissioning continues to decrease," the expert noted.

Making changes, including through a five-year planning horizon and increased spending in the state Construction program, will make it possible to finance investment and social projects, housing and communal services modernization projects and road construction in many regions of the country, Natalia Kazantseva, associate professor at the Department of Economic Policy and Economic Measurements at the State University of Management, told Izvestia.

"The main task at the same time is to ensure the effective implementation of projects, controlling the level of costs, as well as effectively combining co—financing schemes in the form of public-private partnerships, concessions, cooperation and contracting," the expert emphasized.

The regional leaders in construction investments are the capital region, St. Petersburg and the Leningrad Region, the Republic of Tatarstan, and the Krasnodar Territory, Evgeny Makarov, marketing director of the UNIKEY development company, confirmed in an interview with Izvestia.

— The capital region traditionally holds the lead in terms of investment in the construction industry. As of May 2025, Moscow and the Moscow Region are in the lead with 7,781 investment projects, showing an increase of 668 projects since the beginning of the year. At the same time, the volume of construction work in Moscow in the first half of 2024 amounted to 781.3 billion rubles, despite a decrease of 4.2% in comparable prices, he said.

At the same time, the most pressing problems of the real estate market, in his opinion, include a slowdown in the growth of the construction industry, a high key rate, regional uneven development, and the need to modernize public infrastructure.
