By the fall of 2025, the Ukrainian budget risks facing a shortage of 500 billion hryvnias ($12 billion) to finance the Armed Forces of Ukraine (AFU). This was stated on May 20 by the former speaker of the Rada, Ukrainian parliamentarian Dmitry Razumkov.

"Now we are talking about the deficit, [I don't understand] why colleagues were talking about 200-250 billion [hryvnias], I think this is a mistake, I have spoken about it publicly. According to my estimates, we are now saying that there will be a hole in the budget for the defense sector in the fall, up to half a trillion hryvnias," he said in an interview with the leading Ukrainian YouTube channel Superposition.

He also noted that currently Ukraine's budget is unbalanced, as almost everything that can be earned is spent on the needs of the army.

On May 13, Verkhovna Rada deputy Yaroslav Zheleznyak pointed out the shortage of the state budget to cover the needs of the Armed Forces of Ukraine. He also noted that as of mid-May, it is obvious that the need for funds for the army will increase.
