In the Russian Federation, the perpetrators of an accident may be banned from driving until the damage is paid.

The State Duma proposed to ban the perpetrators of road accidents from driving vehicles until compensation for damage caused in a road accident. The relevant bill was submitted to the lower house of Parliament on May 20.

Restricting the right to drive a vehicle can be an effective way to enforce a court decision and compensate for material damage caused in an accident, the authors of the bill believe. It is assumed that the debt threshold for damage caused as a result of a road accident, below which the limit does not apply, should be 100 thousand rubles.

It is noted that the current version of Article 671 of the Federal Law "On Enforcement Proceedings" provides for the possibility of temporary restriction of the right to drive a vehicle for a number of categories of penalties, including alimony and damage caused by a crime. However, compensation for damage caused in an accident is not included in this list.

"In practice, this means that the culprit of an accident, who continues to evade the execution of a court decision, retains the ability to drive a vehicle and does not face real restrictions. This is especially true for drivers from among migrants and socially disadvantaged groups. Such persons are characterized by the absence of registered property, official income and bank accounts, which makes the available recovery tools ineffective," the explanatory note says.

On May 12, it was reported that a bill was submitted to the State Duma, which proposes to toughen penalties for failure to provide advantages to ambulances. The fine for this violation should be 20-30 thousand rubles, which will be supplemented by deprivation of rights for a period of three months to two years, the authors of the document believe.
