Euthanasia of stray dogs may be allowed in the Trans-Baikal Territory in the event of an "extraordinary situation." The issue of fixing this concept in the law on the treatment of animals without owners was considered by deputies of the agrarian committee of the regional Legislative Assembly, the correspondent of the ChitaMedia news agency reported on Tuesday, May 20.

As explained by Deputy Viktor Nadelyaev, it is proposed to define an "extraordinary situation" as a temporary situation that cannot be resolved by other means, related to attacks by stray animals or the spread of diseases dangerous to humans, when the measures provided for by law do not provide an adequate level of security.

The draft law proposes to define the procedure for making decisions on the introduction and cancellation of an "extraordinary situation" in the territory of the region or its part and the powers of regional and municipal authorities.

According to Nadelyaev, during the onset of such a situation, euthanasia of stray dogs in temporary accommodation facilities may be allowed. The bill was supported by the State Veterinary Service, the Prosecutor's Office and previously the Environmental Prosecutor's Office.

Earlier, Izvestia wrote that the Constitutional Court banned the killing of stray stray animals if they do not threaten human safety. Experts believe that the decision could repeal regional laws on the euthanasia of stray dogs.
